U.S. State department blocks access to MOOCs in countries with economic sanctions

Coursera recently issued a statement saying that United States export control regulations prohibit U.S. businesses from offering services to users in sanctioned countries, including Cuba, Iran, Sudan, and Syria, and that it has restricted access to its platform from users in the sanctioned countries. “Under the law, certain aspects of Coursera’s course offerings are considered services and are therefore subject to restrictions in sanctioned countries, with the exception of Syria.” Related to this issue, edX has been working with the U.S. State Department and Treasury Department’s Office of Foreign Assets Control to receive company-specific licenses for its MOOCs to enroll students in Cuba and Iran (a third license, for Sudan, is still in the works).
